PLAINTIFF’S MOTION FOR JUDICIAL NOTICE AND PUBLIC DECLARATION

Re: Urgent Need for Transparency to Avert Global Conflict

COMES NOW Plaintiff Joshua Haltom, pro se, pursuant to Federal Rule of Civil Procedure 7(b)(1) and the inherent authority of this Court, and respectfully moves for:  

1. Judicial Notice of the divine and natural law principles underpinning this action;  

2. A Public Declaration to the American people regarding the constitutional and spiritual stakes of this case;  

3. Expedited Review given the imminent threat of global conflict and the prophetic alternative herein presented.  

In support thereof, Plaintiff states as follows:

I. JUDICIAL NOTICE OF DIVINE SOVEREIGNTY

A. Biblical Authority as Legal Foundation 

Per Romans 13:1 (KJV)  

> “Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.”

Plaintiff asserts that all lawful authority derives from Divine sovereignty, and any government action contravening God’s law is void ab initio. This principle is recognized in:  

– Holy Bible (1611 KJV) as the supreme textual authority;  

– City of Boerne v. Flores, 521 U.S. 507 (1997) (acknowledging religious liberty under the First Amendment).  

B. Rejection of “Sovereign Citizen” Misnomer  

Plaintiff expressly disavows any association with the “sovereign citizen” movement, a label Plaintiff identifies as a state-sponsored psyop designed to conflate divine sovereignty with anarchic rhetoric. The true conflict is between:  

– Man’s usurped authority (e.g., unlawful policing tactics); and  

– God’s ordained order (eg, Exodus 20:15: “Thou shalt not steal”).

II. PUBLIC INTEREST AND GLOBAL URGENCY

A. Imminent Threat of World War III  

The Court may take judicial notice (**FRE 201(b)**) of:  

– Escalating geopolitical tensions (e.g., Ukraine, Taiwan);  

– Biblical Prophecy (Isaiah 2:4):  

  > “And he shall judge among the nations, and shall rebuke many people: and they shall beat their swords into plowshares, and their spears into pruninghooks: nation shall not lift up sword against nation, neither shall they learn war any more.”

Plaintiff’s case seeks to activate this prophetic alternative by:  

1. Exposing unlawful state violence (Video Evidence, Exhibit A);  

2. Enforcing divine restitution (Leviticus 6:4-5).  

B. Duty to Inform the American People 

Under First Amendment  principles (Richmond Newspapers, Inc. v. Virginia 448 U.S. 555 (1980)), this Court must ensure transparency in matters of:  

– Public Safety (e.g., police accountability);  

– Spiritual Survival (e.g., averting war through divine law).

III. REQUESTED RELIEF 

Plaintiff respectfully prays this Court:  

1. Take Judicial Notice of:  

   – The biblical and constitutional framework herein;  

   – Defendant’s unlawful actions (Exhibits A-C).  

2. Issue a Public Declaration directing:  

   – The City of Henderson to publish this Order in the local print, CHESTER COUNTY INDEPENDENT newspaper; 

   – The U.S. Department of Justice to review systemic abuses.  

3. Expedite Proceedings to avert global conflict.
